Permit Compliance Considerations for Working Around Streams in Sumner County, TN

Join CEC for a training facilitated by the Cumberland River Compact to discuss water quality permits, erosion prevention, and proper stream crossings.

Proper construction management near streams is vital to ensure habitats remain intact and waterways stay clean. This presentation will focus on the process for applying for TDEC and US Army Corps of Engineers (USACE) water quality permitting related to stream crossings and riparian buffer encroachments. Facilitated by the Cumberland River Compact and led by Janette Wolf and Jacob Mabrey from Civil and Environmental Consultants (CEC), the presentation will discuss when water quality (WQ) permit applications are required for TDEC and the USACE, thresholds for general and individual WQ permits, and where these requirements appear in the construction general and MS4 permits.

Additionally, the presenters will discuss proper erosion prevention and sediment control (EPSC) installation, sequencing and stream diversion mechanisms for construction of properly permitted crossings and buffer encroachments. They will also briefly discuss floodplain permitting considerations, although this is not the focus of the program. 

The presentation will include examples from single owner lots as well as large, common plans of development such as subdivisions. This presentation is part of the Cumberland River Compact’s professional education training series, which promotes best practices and innovative approaches for contractors, developers, and stormwater professionals.

Janette Wolf is a Principal at CEC located in Nashville, Tennessee. Her primary interest area is stormwater compliance. She has had the opportunity to work with a variety of clients in both the public and private sectors and is an experienced trainer. She has extensive experience with water quality permitting, SWPPP development, inspections and compliance audits.

Jacob Mabrey is a Project Manager at CEC located in Nashville, TN. Jacob works within the Water Resources group, where his primary focus areas have included erosion and sediment control, stormwater pollution prevention plan (SWPPP) design and development, NPDES permit compliance – construction & industrial, water quality permitting, MS4 permit assistance, and hydraulic and hydrologic modeling. Jacob has extensive experience with plans review for permit compliance, sediment basin design & review, site inspections & assessments.
