Performance and Design Criteria for Effective Stormwater Control Measures: Verification, Certification, and National Standards

As Stormwater Control Measures (SCMs) become more prevalent in addressing stormwater runoff, more and more professionals must learn how to establish and monitor their effectiveness. In this presentation, Dana Stayer with StormTrap will discuss the importance of establishing performance and design criteria for SCMs to ensure their consistent effectiveness.

The presentation will highlight the need for standardized valuation protocols to compare technologies accurately and examine the benefits of having a clear pathway for approval. These approaches can simplify the review process for municipalities and provide assurance to design engineers and owners. 

There are a few national agencies that provide verification and certification of SCMs, including NJCAT (New Jersey Corporation for Advanced Technology) and NJDEP (New Jersey Department of Environmental Protection). NJCAT verifies the accuracy of claims, while NJDEP certifies that testing meets standards.

This presentation will emphasize the importance of particle size distribution in performance efficiency and outline the goal of developing a national testing and evaluation program for stormwater products through STEPP (Stormwater Testing and Evaluation of Products and Practices). STEPP aims to create a public database of verified technologies, enhancing innovation, reducing pollution, and improving water quality. It underscores the distinction between verification and certification, aiming to streamline the approval process and foster greater confidence in stormwater systems.

The goal is to provide attendees with a deeper understanding of the difference between NJDEP, NJCAT, how particle size distribution affects removal efficiencies, and the current movement toward a national standard.

This presentation is part of the Cumberland River Compact’s professional education training series, which promotes best practices and innovative approaches in stormwater. The presentation is ideal for contractors, developers, stormwater professionals, and engineers. Professional development hour (PDH) certificates are available for all attendees. 

Dana Stayer is a Regulatory Specialist for StormTrap. She works to manage regulatory approvals and provide technical assistance to regulators, design engineers, and consultants with the selection and evaluation of post-construction BMPs. She is involved in numerous stormwater organizations across the Eastern US and has a passion for educating the public on the importance of stormwater management. Dana is a graduate of Valparaiso University with a B.S. in Civil Engineering.
